I think Sensai raised a legitimate question for discussion. May be he/she has some ulterior motive, or may be not. Let's give him/her the benefit of the doubt. One possible answer to the question is that both WWF and SK bring to the table their own expertise. i.e. WWF has built a relationship with the NOC which SK does not have and SK has the engineering expertise to built a refinery.
