Nobody waits until the last few second of the day to sell off a few shares (only 5K)

This and many other days of such selling late in the day and first thing in the morning indicate that someone is tying to manipulate the value....

I think an attempt at making it difficult to complete the financing currently underway. Someone has a motive here to Keep a lid on WEL. Time for the sugar daddy to show that they are on side. I figure it needs to move into the .18 range to show support.
