You are too late. In the most recent Elko Daily Free Press edition of the Northern Nevada Mining Quarterly is a lovely article "The Russians aren't coming" that show the long teeth of Carlyle. Still, it shows that you have to have the men and the tools. I hope the Chad news outlines three development permits!
