Probably, but another thing that was said in the Roth conference info that is slowing things down is that it is taking Unxl 6 to 9 months to train the people to run the lines.  If GIS sends a bunch of engineers over to learn the process that can probably be completed fairly quickly, but they may then have to go back and train some of their own workers.  We just need to get that agreement signed and all of the rest will work itself out.
