Who knows, this could be one of those things that was part of a new party's bid requiring clarification in order for the process to proceed or be withdrawn. The clarification would seem to give greater assurance that attempt to block access to the towers won't be tolerated. Of course everyone knows it doesn't mean it won't happen but I doubt the action will be frivoulous esp if the party wishing to use towers has deep pockets.
