Your suggestion of a Clearwire led or other consortium may be right by the clues adding up.

So far we have Videotron announcement raising US$260M, Shaw just finished raising C$600M with $130M for corporate use (posted on SH), Craig raising money by selling off some of their international holdings ...... hmmm...... lets hope for a NR soon.
