OK ... BCE and perhaps T didn't put enough in for the auction ... what if a deal is made with full confidentiality agreements whereby the two companies pay 95% of the auction value to look regardless of the amount and split the cost? Of course if the teachers take over doesn't takes place the two merge .... to compete against all the new players ....

fair deal ... we have a guaranteed price ... they have guaranteed spectrum ... a little below possible fair value .... but all in all you eliminate risk across the board!

Just a crazy thought from a master negotiator.
