IMO ... the most likely person to have a good sense of this is still on the stkhouse board ... try Captn Kirk .... he seems to have a good sense of what is /has been going on and doesnt in my experience  appear  to have any desire to present  non factual information or make erroneous conclusions.  

<> my understanding is around q1 2008 ... but that is more hearsay than definite ... also i thought govt was to announce changes in CRTC policy by late sept early oct .... i've seen no sign of it although you cant really anticipate govt will ever be all that accurate in their forecasts.
