In another document added a week ago there is this paragraph. Italics and bolding is mine. I wonder who those groups are?:

"The Mackenzie Valley Land and Water Board (the Board) staff believe that this

application is exempt from preliminary screening. As such Tyhee cannot

conduct activities outside of what was originally permitted in their current

license. On November 10, 2011, the Board will confirm or reject that the

application is exempt from preliminary screening.

The Board requires Tyhee to continue its engagement efforts with groups that

have not responded to initial engagement efforts."
