I was struck by that too. There was a time when people just would not do something like that as a politcal gesture. The flag of one's country is almost like a religious symbol to many. It was only done when the recipient had earned a measure of respect. I know nothing of the native people's culture so if anyone can speak to this it would be appreciated.
