One way to shake the shorts would be to have a dividend, even if it's a cent per year. This would complicate the situation for the naked shorts because they would have to start paying dividends on the shares. Even if it's a tiny dividend, it complicates the whole game for the speculators.

This is obviously a problem for a junior with no earnings, but it is worth considering because the subsequent financings would have to be done at the higher price, so the operation would pay for itself.
