bhager, Regrettably, I don't have the answers to your questions. But, in the same sense, I can remember how difficult it was to explain to Europeans how, even though Gore apparently won the popular vote, Bush got elected. Votes ultimately seemed to count less than what the courts and the electoral college decided. Perhaps this is a false analogy. But it smells the same. B
