According to what Webb told me, he cannot delay the release of news once it is "material" (therefore it'd be available).

But, what makes news "material" ? Do you think it might be possible for a CEO to extend the time it takes to finalize things to best satisfy his or her standards and desires?

I think here is the fuzzy grey area that we could be in, regarding when we see a news release.
