Dave Webb share purchases

According to INK insider report, viewed through TD Waterhouse, Dave Webb has been buying shares here and there. Since Sept, he's bought shares every month. More as the price falls. He has a few million options, but he has increased his common shares through purchases in the public market, from 720,000 in July to 908,000 as of his last purchase, 12 Nov, 40,000 shares.
No directors or insiders have sold since Dave Nickerson sold 10,000 shares at 50 Cents back in Feb/March.
Also, note that over 400,000 options expired (of directors) in recent months.
What does this tell us? Not much. I would like to see more buying by insiders, at these low prices. Iether they don't have cash, don't think it would have good optics, or don't feel like increasing their stake.
