To me, Webb has refered to a normal PA as a scoping study. One important distinction between a PA and prefeasibiity or feasibility study, according to Webb, is that the PA incorporates measured and indicated ounce plus inferred ounces. The others only use M&I ounces, no inferred.

Do I hear "Someone should email Dr. Webb for a clarification on how Tyhee's PA will be different"?
