I am going to take a wild guess and say that Webb and company want the best possible PA.

If a delay brings that about, why not delay? Nobody died.

Can you please explain how determining IF knowing whether past stages in developing the PA showed economic potential or not is of great value.

What does it matter if the PA WILL show that the project is economic?
