From my communications with Dr. Webb, Dave never "simply said it [PA delays] was due to a backlog at the company doing it and because they keep getting new data to add to the study".

Dave talked about many reasons for the delays, other than what he may have "simply" said to you.

Perhaps the question that should be asked (to Webb) is, " was the project at some point feasible so that a PA could have been released much sooner so that if there were any new resource data available follow the PA, they could have been incorporated later?"
