There's something about the votes or stars that when some of them are clicked they don't record the vote(s) the way they should; in some cases they subtract when they should be adding. I've seen similar comments such as yours at other hubs and that's the reason that was given. I assume it must be something that's not right in the software system that Agoracom uses.
