Does anyone know the significance of the Dundee Watch List?

1) Who has access to the list?

2) Does an initiated "watch" usually lead to a "buy" down the road?

3)  Is there some kind of report or evaluation for stocks that are added to the watch list?

I`m going to head to google-land in search of answers to these questions, but if anyone has them already, please chime in...
