| KELOWNA, BRITISH COLUMBIA--(Marketwire - April 20, 2009) - STRATHMORE MINERALS CORP. ("Strathmore" or the "Company") (TSX VENTURE:STM) is pleased to announce the New Mexico Environment Department (NMED) has deemed the Company's application to discharge water from dewatering at its proposed Roca Honda uranium mine project in McKinley County, New Mexico to be administratively complete. The public notice action will now be initiated as part of the permit approval process. The Discharge Permit is one of the significant requirements necessary for Strathmore to achieve its full mine permit for the development of the Roca Honda project. The Roca Honda property is jointly held by Strathmore's wholly owned U.S. subsidiary, Strathmore Resources (US) Ltd. and Sumitomo Corp. of Japan. David Miller, Strathmore's CEO, commented, "We have worked with the state regulatory agencies and the Governor's office to reach this important stage in advancing the Roca Honda project. The continuing public process will further allow Strathmore to validate its commitment to the project, the local community, and the state of New Mexico, to ensure the development of Roca Honda as a successful mining operation for the benefit of all involved." Strathmore's Discharge Plan will evaluate the constituents in the water that will require treatment, and provide details on the treatment plant necessary to ensure compliance with state and federal water quality discharge standards. Strathmore will also monitor and evaluate regional water quality and water use, conduct hydrologic pump tests, and perform water quality analysis on regional wells to ensure mitigation of any impacts. On January 13, 2009 Strathmore Minerals submitted a Discharge Plan permit application to the NMED for the management of water discharge from its planned mine dewatering and treatment operations at the Roca Honda uranium mine project. On April 1, 2009 the NMED informed Strathmore that it had determined the application to be "administratively complete". This determination begins the important process of public notice and public participation as part of the overall decision-making process. Obtaining approval of this permit would mark a significant milestone in the Joint Venture's plans to develop the Roca Honda Project. As per the New Mexico Water Quality Act, Strathmore will ensure that the public notification requirements are met. In addition, the NMED will post a public notice on its website informing the public of its actions.
