When I heard about this partnership, I knew it was our ticket to huge gains in 2011.

I'm at the Prospectors and Developers Association of Canada meeting. This is one of the world's largest mining conferences. Twenty-five thousand people are crowding the huge showroom. And everyone wants the same thing: to find the company that will make them rich this year.

Instead of a company, I found a secret.

You see, one giant uranium company, Areva Group out of France, offers "turnkey service" for nuclear power. Areva won't just build you a brand new nuclear power plant. It will also sell you the fuel – the uranium – you need to run it.

That's huge. Banks won't make construction loans for nuclear power without a uranium supply contract in hand. So Areva is dominating the world's nuclear power plant market. (It signed its latest deal in India in December 2010. Areva sold two reactors and fuel for 25 years.)

Now, nuclear engineering firms from Korea, China, and Japan are scrambling to catch up. The companies are looking to fund junior uranium explorers. The goal is to find a uranium deposit and build a mine that will go into production as they build new power plants.

They've chosen Canada's Athabasca Basin for their exploration projects. It's no wonder. As I showed you last week, the Athabasca Basin is one of the most stable, safe, and promising uranium provinces in the world.

I spoke to one company that had $25 million in exploration guaranteed by a nuclear power plant builder. This little uranium junior wouldn't spend a cent of the cost and would own 50% of any discovery.

In addition, those nuclear power companies are barely veiled national entities. That means it will be easy for the explorers they back to secure loans to build the mine, too.

For investors, this is a dream come true. We can buy junior miners at almost zero risk. It's the ultimate business in mining: use other people's money to make a big discovery.
