Here are some questions on your analysis of situation:

1. How could CLF have forced SPQ to announce a RS proposal?

2. Why should SPQ announce a RS proposal to benefit CLF?

3. Are you implying that it is really CLF who is pressuring SPQ to do a RS? What is the benefit and to whom?
