Railway to Ring of Fire

Based on this quote from a recent KWG press release, what town or city would be within 350 KM from the Ring of Fire? Where would the railway come and go from? Thanks.

KWG Resources Inc subsidiary Canada Chrome Corporation has engaged Krech Ojard & Associates of Duluth to provide engineering services for the construction of a new 350 kilometers railroad link to the Ring of Fire.
