It sure happened with Voisey Bay and even Sudbury was just Flaconbridge and Inco.

Could be possible but they'll have to find a much larger ore body or ore bodies and not just smaller sized deposits. Early days yet but if one of the majors bought in early in a big way they certainly could control the area.
