Doing some quick math, it looks like IAS only sold 9.5 million shares. That leaves 15.8 million to insiders . That gives us 1.5 million cash to work with.

With no warrants attached as incentive, made it harder to sell. I just wonder where and how hard IAS pushed to fill this.
