Not an expert of SEC rules but how would they advise someone that they can participate if they can't tell them the placement is still not fully subscribed?????

One thing that is evident and that is there is increasing interest in resuming more active trading of this issue. Currently at a reasonably narrow range with ample bid and ample ask.

Trading at .02 in my view means that there is little downside. Therefore as a "glass is half full" kind of person I elect to see as positive any steps the company may be making.
