Then 45 days before May 11, assuming CTO is lifted and reports hit the wires, an official notification of the SHM must be announced and proxy materials sent out.

Purely conjecture on my part when I laid out the assumed senario a while back, but it makes sense to me...JMO.

I have not a clue except for creating then connecting dots.
