You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
It happens now and then, but to me, no real meaning to it.
There is a specific time window before and after the bell to place trades. I don't recall what it is exactly, but think it's an hour. I'll check Fidelity.
