Yes Cooky is right. This provides a line of credit to be used discretely as required. If not needed for any reason, it won't be used. Something like a credit card with a maximum limit of 100M. Not many of us have such a high limit - in fact I know of no one! Have to have special assets to qualify for such a generous limit.
