I had to vote twice because I have the majority of my shares in a stock certificate and the remainder of my shares are in my brokerage account.

12 Digit Control # means you have to vote by internet.

6 Digit Control # means you have to vote by telphone.

There is no way you can vote online using a 6 digit control # and you can't use a 12 digit # to vote by phone. The voting directions are not clear, they don't tell you these little fact.
