Funny, I see this stock responding to the news by moving up.

I don't see any need to explain where the stock was sitting prior to the news at all. That is rather meaningless with regards to "how good this news is".

SSO seems to be up a total of about 17.5% from its 52 week low of $24.77 in just a few short weeks.

I would say "that is a reasonable response to pretty good news".
