Reporting messages as violations is the right of any member of a hub.

The Leader(s) and the Agoracom admins make a determination on whether it is really a violation or not after that.

(With authority comes responsibilities)

If the message is really a violation, the reporting member gains points.

The only such message I have seen was posted by Agoracom admins themselves.

It was (of course) deemed to "not be a violation".
