As you can see from a few randomly selected PR's, the intention has always been to base the 43-101 on drilling:

2/29/2012 PR introducing Walker:

Mr. Pierre Quilliam, CEO/Chairman, states, “We are pleased to have Mr. Richard Walker as part of the SFMI team. He is a value-added human resource, that we feel can achieve the ambitious program involving the exploration of War Eagle Mountain. The beginning of the exploration program is underway within the SINKER TUNNEL COMPLEX and our corporate executives are working tirelessly to assure those on-going and future phases of the exploration programs will be completed successfully, and within pre-determined budgets and timelines.”

An experienced independent geologist continues working on the final version of the Canadian National Instrument 43-101 (NI 43-101). SFMI’s management and directors remain confident, based on time schedules expressed from the independent geologist, that the presentation and filing of NI 43-101 is expected in early spring.

11/21/2011 PR “goes out for core drilling bids:

Data collected from drill cores will be used to develop the underground 3D-model of War Eagle Mountain. This information will enable the Company’s engineers to formulate a cost-effective extraction method of these gold/silver bearing veins and will provide SFMI with tonnage information which will be added to its resource calculations.

9/26/2011 PR “Introduces new personnel to Its geological team”

Silver Falcon Mining, Inc. (SFMI) announces it has added personnel to the Company. On Friday, September 23, 2011, at the Company’s shareholder meeting, the Company introduced three individuals who have been added to the Company’s Geological/Engineering Department. These include Rich Appling, a Mining Engineer whose duties will include the restoration of the Sinker Tunnel and the development of drill stations to permit the underground exploration of the veins beneath the Cumberland Claim. Rick Walker, a very experience geologist has been contracted to assist in the management of the company’s surface exploration programs leading to the publication of the NI 43-101 for the company early next year. The company also hired Kyle Durrett, who will be responsible for the geological mapping and exploration of the War Eagle Mountain.
