The "B" in Plan B is Bankruptcy.

The Quillams are not capable of running this operation on their own even if they had money. So besides needing serious money they also need some experienced professionals to take over.

AND THE CANADIANS COULD VERY WELL DELIVER ON BOTH FRONTS.
