You're right, they should have drilled first and then put the fence up to meet Federal regulations that they were required to meet as well as all the other requirements. They should have drilled long before they did what was required to do so. It's amazing, they finally are doing what they should have done all along and all you do is say they are doing so at a snails pace......give it a rest. As a matter of fact, go over to ISCUM and pump them up.......it's getting kind of slow over there.
