That's different from what others have gotten. Every other report I have seen about what Rich has said indicated that there would be a PR before the meeting. If the market hasn't had time to react and is at present levels (or maybe lower if there is no PR), then they will have to spend the first half of the meeting calming everyone down. Hardly the party mentioned mentioned in a tweet from IR:
