If the revenue generated by the present mill is anywhere near expected, then there will be no problem building a bigger mill. I have always assumed the plan was to get to production as quickly and economically as possible, which they have done. Once in production, the operation becomes self funding, and steps to increase production such as building a bigger mill, reopening mines, drilling new areas, etc. all can be paid for as revenue flows in. Of course, if outside funding does show up to immediately fund everything right away, that would speed up the process.
