I think the site you reference http://www.otcmarkets.com/pink/quote/quote.jsp?symbol=sfmi shows quotes delayed 15 minutes. So quotes could be off some in a fast market.

You may be right, though, re Schwab's quotes. Now they show 5k bid at US .22, 5k ask US .255. The OTC site is bid .225, ask 23. Schwab claims to have current quotes in US dollars where conversion is necessary but something was whacky the other day.
