Has to be within 10% of the last 20 minutes trade weighted average

Interesting that Instinet crossed first trades to set the price and then picked up a bunch at 26 with a market on close marker. I'm not sure if this is a sign or not but Goldman bought 888 shares today. They sold way more but I'm just saying who buys 888 shares of a penny stock?
