I believe the WITHHOLD votes are ignored in the results. And the only votes that count, are the FOR votes. Those with the most FOR votes, win. In this case the number of nominated directors was equal to the number of open positions. And there were no further nominations from the floor at the meeting. So the nominated directors won by acclamation.
