Somchai, it stands for "Internet Protocol address". Think of it as the fingerprint your computer leaves on the internet. It's unique to your computer, and it is easy to trace.
That means Agoracom's new policy will allow all users to determine if someone is using an alias (or two or three ...) to post comments on this Board. If Lunch Meat and Deliverator (no offense guys - just an example I'm making up) show up as having the same IP address, it could mean they are the same person, or it could mean they just live in the same house and/or use the same computer. Either way, it provides us with more information (not a lot more, but some).
