I think the exchange can put any requirement they want on a company to list, but the main requirement to move from the TSV- V to the TSX-T according to the what is on the internet is that they have income from operations, not just investment capital. The financial must be completed in a shorter time also
I believe the sites you've read have it wrong there, HM, otherwise WTM and MAG could not have made the jump to the big board, as they have yet to have any operations to speak of, let alone income.
My understanding is that they needed a certain number of board members, including a set number of independents, and they needed to produce a new NI 43-101 as theirs is hopelessly out of date. They have fulfilled all requirements, except for the last, which has been "due any month now" for a couple of years.
