That's what it appears to be from the reading of my tea leaves too. 

That's not to say a BP couldn't swoop in in a second and make a can't turn down offer, but I think that would have happened already.  

Instead, I am sure they are watching and waiting to see what RVX intends to do next and assess the impact so that BP knows better how to play it and what to pay or license if any etc.  

Indeed, this may all be just a game of chicken.
