What is this "discretionary authority to vote on any such other business" question?

WHAT other business?

Are we being asked to let them vote for us on matters not even delineated? Or have i read that wrong?

It seems like our votes on most of these questions are pretty meaningless, but this one could be asking us to just let them decide everything. Which they pretty much do already. But still.

Or maybe that's way off-base?

I admit i don't usually bother with this stuff.
