I think ICU patients are excluded from this study. The patient population is recent hospitalizations.

I think that's true.  One of the secondary objectives is...

"To evaluate the effect of apabetalone on rate of admission to ICU...."

In other words, it would be given to hospitalized patients to see if it keeps them out of the ICU.

Looking at sample Ontario data for example, the number hospitalized (but not in the ICU) is about 50% higher than those in the ICU.
