Not entirely sure, but I think if they are going virtual, they will also accommodate presentors who can only (or prefer) to present virtually.  Easy to accommodate once you've committed to the virtual format.  And depending upon where speakers are from, some will have institutional travel restrictions and jump at chance to use virtual option.
