I have written numerous posts (here's one) on how cardiovascular outcomes trial results are conveyed, pointing out the differences between top-line data and full data, and listing the major scientific conferences that are potential venues for data presentation. In fact, I posted on these topics less than 36 hours ago! One reason I did this is so that when we arrived at the end of BETonMACE and results were imminent, we would all know what to expect based upon . The fact that two long time followers and posters are making these kind of statements indicates that I have failed. Not for lack of effort on my part though. I fully admit I post way too much. Please read these posts and the linked posts within. You two are making my head hurt.

Short answer: Top-line data can come anytime from anywhere since it is conveyed via news release. Full data is reserved for presentation at major scientific conferences. That's just how the game is played. Sometimes, like ODYSSEY trial at ACC 2018, there is no top-line data announcement and the first glimpse of any of the data is at a major conference.
