Yesterday i listened and relistened a few times to both the videos you refer to in your post and some others as well . i also read a few articles from those opposing shale gas . And the comment i made last evening was based on those .
You state the facts correctly as i unsderstand them . Both ministers , Normandeau and Arcand who are mostly concern with shale were as i said carefull and calculated in their comments and clearly avoided the " almost moratorium " interpretation journalists tried to corner them into .
The PQ and environmentalists are not happy about the government's reaction to the recommendations made in the BAPE report . Mr. Arcand answers to clearly say he will stick to the environment aspect of his ministry while Mrs, Normandeau will stick to her's regarding developpement the other major ministry involved is that of finance . The other entity having a say is the CRE ( le Comité de Relation des Élus , Elected people relation Commity ) involving people elected at the provincial and municipal level along with industry people .
As i understand it and as i said yesterday this means for the next coming months after the study commity will be put in place ( before june or july ) region and localities favorable to the projects will be targeted in order to proceed with the so called study in order to expend knoledge of the geology and the security of the fraking process .
Already drilled wells will be used for furthering the knowledge of fraking and permits will be given for study purposes . Although my undesrstanding is this will be done mostly where people will agree at a local level where people will support the industry , so for the time being the govt. will avoid regions where opposition is most fierced . That's why the opposition is not happy , knowing nat gas exploration will go on in friendly environments toning down their opposition .
The french CBC ( Radio Canada fr. ) is among those most volubile opposing the project as i reported several time here in the past , those videos you report here are from them and although they tried to corner both ministers trying to get them to admit to this report being a De Facto moratorium or that they made a mistake in the past by allowing fraking before we know about the danger of doing so , they denied both .
One of the minister i forget wich underscored that thousands of wells were fraked in the states while the EPA is still undergoing a similar process as the one suggested by the BAPE .
The overall tone used by both ministers clearly suggest this industry is still on track and we are now proceeding with the benediction of the BAPE wich is regarded highly by the population as a watchdog .
The other subjects touched upon by those videos concern royalties and upcoming new mining and hydrocarbon laws that were already being talked about for some times . Mining laws are old and outdated and hydrocarbon non existent . The new hydrocarbon law will be put up to regulate the industry more specificaly then what mining does already . To me this indicates we are preparing for the birth of that industry not for suppressing it .
The provincial financial situation remains dire , population aging remains the same and upcoming pension problems also require the govt. to create riches for the coming years .
Now one person who did'nt comment yet about the BAPE report is the Premier , but as he often did in the past i believe the next time he will , he will strongly support shale gas again emphasising what i believe will be supporting evidence of the safety of the results from the upcoming " scientific study " we embark on and the need of this industry to create jobs in localities in periphery and bring needed revenues from royalties wich will be updated .
Like i said the govt. strategy here is to split the opposition and target friendly neighbourhood for exploration under the cover of a scientific study as asked from opposing parties . It makes sense and it's pure Sun Tzu strategy of wich Mr. Charest is a student from what i heard .
