I had a buddy translate some parts for me from the report...some of these recommendations are way out to lunch that the government won't allow...so I want to see what they actually say.

The BAPE is giving recommendations by saying the municipalities should regulate this, but there is no way the government allows that. Shale is drilled over such a huge land, that companies aren't going to be able to deal with different regulations in hundreds of towns.

They also discuss finances here and there...why are they even bringing things like this up, their job isn't to talk about things like that is it?

Hopefully the government will explain it better and what we can expect.
