In the article, he said the remaining 13 wells can be fraced, so yes you are right. I think they will be going forth and getting it done, that way this committee can even do the studying.
It only makes sense that to studying fracing, you HAVE TO HAVE FRACING! lol. It so bizarre to me how some journalists are over looking that. They say fracing for study...so who will pick up the tab? "Hey companies, frac an area we want (just any old area without seismic or anything) and pay $15M for it" yeah that's going to happen. And I'd love hear how the Quebec people respond to the government paying $15M each well for that to happen...the outcry would be worse than the shale noise they made before.
They're not going to go to other places and go on drill sites to study, this will be done in their backyard.
The only logical thing to this is that the government needs to let them continue with exploration wells (and we all know this isn't 500, it'll be trimmed down big time) and they can come in and study until they go crazy for all I care, because I'm not worried at all about the outcome of the study.
Bottom line is you can't conduct a study on fracing without allowing it to happen. Also, it will allow the industry to continue to work and not lose traction, but also allowing them to say if an industry is going to be viable there in the first place.
I'm sure the industry is stratching their heads a bit about the study and fracing thing lol. I expect Arcand, just as he did...and Charest, to come up with some middle ground for both to get things done!
